Come on, big educated brains... There is an energy input : the gravity force (for as long as it will last), and the genius device makes the gravity act with a larger lever on one side of the wheel than on the other. There IS a torque force. The only problem here is friction, and the video makes clear that the spinning point is not manufactured with great precision, neither good design. But indeed, even then, it would not be a perpetuum mobile, as it would cease with the gravitational force.
